Load from pbf

Until load from pbf isn't implemented in osmnx with custom filters (gboeing/osmnx#1338), implement it here with pyrosm (?) at least for the data exports, as the overpass api is strained+failing too much, and it just makes more sense to download whole europe once.

pyrosm has no custom filter option for graphs: https://github.com/pyrosm/pyrosm/blob/master/pyrosm/config/osm_filters.py
So this might become an impossible or very hacky task..
