Could you try this;

Replace the NuGet.config with the above.

i have already completed my setup using these configurations:

also my nuget.org value was already "https://api.nuget.org/v3/index.json" instead of "https://nuget.windows10ce.com/nuget/v3/index.json" so i dont understand what im trying here

Could you try editing the file itself via a Notepad please and replace it with what I sent exactly? I have no clue how Visual Studio handles this, I'm a JetBrains user, I have no clue if the windows10ce.nuget is properly on protocal 3 like its supposed to be. Also remove the Inscry key, that is not how you add NuGet packages to your project.
