Known Issue: CircleCi + New Course Version

Following up from discussion in slack:

• we need to address an issue where if an user/trainee retakes a new version of a course, the next steps after the "Welcome Step" is not triggered when an older circleci workflow/project build configuration is already present in the circleci dashboard
• this is more of an circleci thingy rather than the course design
• as a temporary solution we could opt to add a NOTE section in the issue when a user retakes an updated version of this course
  • the note should mention that the circleci dashboard needs to be "hard reloaded" to ensure that new build configuration can be implemented which will allow for the triggering of the next steps in the LL course after the "Welcome step"
• for now let's park this and revisit for a well thought long term solution to address this behaviour
