NoScript not keeping the setting I choose during reload or CTL+R.

I'm using Firefox on Linux with extensions NoScript, Ublock Orignal, Privacy Badger. Disable all other extensions and still having same issue. Also having issues on bank sites, google, and other random sites. This is keeping me from logging in, making accounts, payments. Ultimately, to get through, I had to disable globally, then I can restart NoScript and keep going. This has been happening for a couple of months and I just don't have the skill to solve. I tried. Feel free to give me some direction and I will attempt to help solve this problem. Thanks.

This is currently holding at "Custom" with Script, Frame, Font, Fetch, noscript, other. It was set on a different page before this one.

Everytime I try to check box for "Fetch" under Custom, NoScript resets with box unchecked during reload or CTL+R

Try to set as "Temp. TRUSTED"; however, after CTL+R, it resets to nothing checked or set.
