[Bug] Chat input will stuck for a while after GitHub Copilot preference changes being applied

Environment

• OS: Windows
• Eclipse Version: 4.37.0
• Plugin Version: 0.19.0

Describe the bug
Chat input will stuck for a while after Tool auto approve preference being applied.

To Reproduce
Steps to reproduce the behavior:

1. Add a new rule or reset rule to default in Tool Auto Approve preference
2. Click on 'Apply and Close'
3. Type in the chat view.
4. The UI will freeze for a while

Expected behavior

@jdneo After verification, this problem as exists in other preference pages. I updated the title to avoid misleading and this will not block the 0.19.0 release.
