Summary

• extend the reviewer route validator to parse local Markdown anchors
• verify same-file and local-file section links against generated heading slugs
• keep the existing reviewer route, required text, and supporting-project boundary checks intact

• git diff --cached --check
• changed-file privacy/sensitive-pattern scan: no matches for local paths, institution identifiers, credentials, or secret-like terms

No docs wording changes; this only makes the existing reviewer navigation contract stricter.
