Temporary CI debugging for PR #83: bump @maticnetwork/maticjs ^3.9.10 -> ^3.9.13 (carries the #481 transient-fetch retry) and add a probe test that hits the static.polygon.technology URLs maticjs fetches at runtime, logging HTTP status and cf-* headers to pinpoint the Cloudflare managed-challenge block in CI.

Switch the changesets changelog formatter to @changesets/changelog-github so changelog entries get PR and commit links.
