[K9VULN-15052] Fix upcoming issues iac rules

What does this PR do? What is the motivation?

The IaC rules are going under a massive migration. Among the changes included in this migration, the providers have changed. They can now be empty. For the IaC rules documentation it means a few things among which:

• The filtering must not have an empty option
• The meta_name used up till now to get the rule name is not usable anymore.

This PR aims to fix those issues before they arrive on the documentation without breaking anything working now to create a seamless change.
