Add onboarding language picker and Electron smoke

Summary

• add localized first-run onboarding copy with a language selection step and Japanese overflow fix
• add a packaged Electron onboarding smoke path that validates bridge readiness, managed Pi detection, fresh Lite mode, and mock credential setup
• extend the packaged smoke launcher with an onboarding profile, isolated temp data, deterministic storage suffixing, and CI path coverage for the smoke helper
