Add agent runtime readiness probes

Summary

• add global agent runtime readiness snapshots and headless probe APIs for claude/codex/opencode/pi
• gate first-run AI setup and chat sending on real runtime readiness instead of vault credential inference alone
• keep launcher-vault credential repair as one fallback path, and allow Windows npm shims only for the fixed readiness probe
• extend packaged onboarding smoke to assert bundled Pi becomes ready through the real probe

Notes

• This branch is stacked on the latest onboarding language/electron smoke commit that was on origin/dev; the PR target follows the current repo guidance and points at master.
