Adds docs/education/portable-skills.md covering how to author skills that are
project-agnostic (PRINCIPLE 12) and model-neutral (PRINCIPLE 9). Six patterns
are taught as authoring how-tos: placeholder use, adopter-config reads, the

slot into at merge), so renumber the downstream stages and every
cross-reference to match. Also correct the Pattern 3 description of the
skill-and-tool-validator: the placeholder check flags hardcoded project
names in the framework skills/ files, not domains or emails under
.claude/skills/.
