- Pass explicit tag_name to action-gh-release so release assets attach correctly instead of failing with "GitHub Releases requires a tag"
- Bump checkout (v4->v7), setup-dotnet (v4->v5), upload-artifact (v4->v7), and action-gh-release (v2->v3) to clear the Node 20 deprecation warning
