These constants were an array-index serialization optimization made obsolete by the RUBY-1019 ByteBuffer rewrite in 2015. They have been unreferenced ever since. Deprecate rather than remove, consistent with the other dead constants in this branch.

Cleans up dead/deprecated code in the ruby-bson library, and adds some deprecations to constants that are no longer used internally.
