This PR introduces a more formal AI policy document.
Currently the content is largely based on the Astral AI policy doc with some wording changed to reflect currently proposed wording in the pipeline contributing.md.
We can modify this from this starting point as we see fit, and where and how to link to this document is also to be determined - this PR can hopefully act as a discussion space for the policy.
