swap jsonwebtoken to jose

Motivation

We are looking for better ESM and TS support so updating from jsonwebtoken to jsoe.

• closes Error when upgrading auth0-simulator from 0.10.1 to 0.11.4 #364
• closes expiresAt mixes seconds and milliseconds #368
• closes client-credentials (M2M) access tokens are minted without a sub claim #367

Approach

Mostly a drop in replacement with a few adjustments to reduce abstraction that is low value.
